Background:
Dalby Regional Council was formed in 2008 through the amalgamation of Dalby Town, Chinchilla, Murilla, Tara and Wambo Shires, and the southern third of Taroom Shire. Its name was changed in August 2009 to Western Downs Regional Council (WDRC). With the amalgamation came a corporate redesign to support the various roles required in the newly formed single Council. This included a complete ICT redesign to support the needs of an expanded user base over diverse locations.
Council is responsible for 38,039 square kilometres and supports remote offices in Dalby, Tara, Jandowae, Chinchilla, Miles and Wandoan. Due to the geographic location of the majority of Councils sites and the limited commercial grade WAN services available to these sites, WDRC has utilised a large high speed IP routed microwave network as the primary means of connectivity. Major sites are connected by high bandwidth connections ranging from 20Mbps through to 400Mbps; the smaller depots located nearby larger sites are supported by primarily unlicensed point to point microwave connections. Each of the sites are connected to the microwave network, providing access to the internet, corporate voice and data networks.
Due to the distances between some sites additional towers have been utilised to extend the line of sight required to connect all sites to the centralised IT services located at the Dalby CSC.
Council originally tendered for the microwave network components in 2008 and the hardware selected is still in place making it approximately nine years old. The existing infrastructure is primarily maintained in air conditioned facilities maintained by mains power.
The primary aim of this tender is to select a suitable partner to maintain, service and support the existing network on Councils behalf. This includes ongoing maintenance, repairs as required and proactive monitoring of the network. A replacement of the existing infrastructure is deemed out of scope for the purposes of this tender.
