Background
Western Downs Regional Council currently operates several Supervisory Control and Data Acquisition (SCADA) systems for monitoring and control of its water, sewerage and gas assets. The existing network has reached the end of its useful life. System operation is sustained in most part by scavenging components from already failed areas, but every temporary repair increases the risk of total failure of the network. Where critical control components have failed, these have in part been replaced by low capability solutions. The existing telemetry system comprises mostly of Radtel Systems, which was originally a combined equipment and software solution.
The overall aim is to mature the organisation's Industrial Control Systems to water industry good and/or best practice standards based on the WSAA SCADA Guidelines.
The overall project will be executed along side ICT network upgrade projects as required.

Council may invite tenderers to change their tenders in accordance with the provision of Section 228 (7) of the Local Government Regulation 2012. Council reserves the right to accept any submission in whole or part and the right not to accept the lowest or all submissions.
