Western Downs Regional Council (Council) covers an area of 38005 square kilometres with a population of approximately 34,500 people. Council is responsible for a range of services and facilities in the local area.
Councils are required by legislation to deliver a half-yearly rate notice to every rateable property (approximately 20135 properties) in their local government area. Council has resolved that this will occur biannually. Council also delivers water consumption notices to the properties within the defined water area (approximately 11500 properties). These water notices are also delivered biannually. Council provides animal notices (approximately 4300 animals) annually to resident animal owners. Council delivers gas consumption notices quarterly to approximately 3000 customers in Dalby. Council delivers gas consumption notices monthly to approximately 85 commercial/industrial customers. In addition, Council also issues initial and advanced debt recovery letters to customers after the issue of relevant levies.
The opportunity to provide the services has been competitive in the past. Council is committed to engaging a Tenderer that can provide accurate, on time, fit-for-purpose and value for money printing services to Western Downs ratepayers throughout the long-term contract.
The purpose of this specification is to clearly define the requirements for the printing and distribution of notices. Western Downs Regional Council is seeking tenders for the printing and postage of rates notices, water notices, gas notices, reminder notices and animal notices within the specified timeframe.

Council may invite tenderers to change their tenders in accordance with the provision of Section 228 (7) of the Local Government Regulation 2012. Council reserves the right to accept any submission in whole or part and the right not to accept the lowest or all submissions.
