Western Downs Regional Council invites tenders for the following project:

Submissions are to be emailed to tenders@wdrc.qld.gov.au. The subject line of your email must clearly state “Tender Submission – Contract No: MM01-16-17". Tenders must be received by the closing time of 2.30pm on Monday 1 August 2016. Submissions received after the closing time may be deemed invalid.
Council may invite tenderers to change their tenders in accordance with the provision of Section 228 (7) of the Local Government Regulation 2012. Council reserves the right to accept any submission in whole or part and the right not to accept the lowest or all submissions.

BACKGROUND
The Department of Transport and Main Roads (DTMR) are proposing to upgrade the Warrego Highway through Dalby from east of the intersection with the Winton Street to the west of the intersection with Watt Street. Prior to these works commencing, Western Downs Regional Council plan to engage a Contractor through this tender process to relocate the water and gas reticulation mains that conflict with the proposed Warrego Highway upgrade works.
The reticulation relocation works will require staging of the works to ensure that existing water and gas services to properties are maintained throughout the project. The Contractor will be required to plan and complete the supply, installation and commissioning of new mains, the transfer of the existing service connections to the new mains and the decommissioning of existing mains while ensuring continuity of these services. The decommissioning of existing cross connections and the provision of new cross connections will also need to be staged to ensure that adequate fire flows are maintained throughout the project.
Council’s objective is to engage a Contractor with extensive, recent experience on similar projects involving the relocation of both water and gas reticulation mains. Significant experience in the preparation of commissioning plans, staging of works to maintain continuity of services and undertaking network connections is also required. Previous experience working on and beside DTMR controlled roads and managing traffic control requirements are also essential. A compulsory site meeting will be held on Thursday 21 July 2016 in Dalby for all interested parties.
