2024-2025-0656 - Olympic Park Grandstand and Amenities - Detailed Design and Construct
The Olympic Park Grandstand and Amenities construction project involves the design finalisation and construction of a new grandstand and associated amenities at Olympic Park, Muswellbrook. The facility will include spectator seating, accessible facilities (including lift access), change rooms, toilets, accessible toilets, storage areas, administration areas, a function room, bars, canteen, kitchen, media and coaches' boxes, referees' room, first aid room, timekeepers' box, and other supporting infrastructure.
The successful contractor will be required to coordinate with Muswellbrook Shire Council and its Principal Design Consultant Barnson, in its design reviewer role to finalise the design and the construction documentation. The contractor and its design and engineering team will be required to deliver Issue for Construction (IFC) drawings. The finalised design must align with the approved Development Application (DA) and meet all regulatory and grant funding requirements.
This project is partially funded through significant grant funding, which imposes specific constraints on project milestones, completion timelines, and deliverables. The intended outcomes of the project include delivering modern and inclusive sporting infrastructure, enhancing community access and participation, supporting local and regional sporting events, and providing long-term community benefits.

Muswellbrook Shire Council has been actively working with stakeholders and the community for several years to develop the Olympic Park Precinct. The Grandstand project is a key component of Council’s broader infrastructure improvement strategy aimed at supporting local sports clubs, promoting community engagement, and attracting regional sporting events.
The project has received significant grant funding, highlighting its importance for both the local and regional community. The Development Application (DA) for the project was approved by the Joint Regional Planning Panel, ensuring compliance with planning and environmental regulations. Since the DA was approved, Council has undertaken value management investigations of the project in conjunction with Barnson to ensure cost efficiency while maintaining the project’s objectives and quality standards. A modification to DA is currently under assessment.
Barnson has been engaged by Muswellbrook Shire Council as the Principal Design Consultant, overseeing the design and development of the facility, producing the 80% complete drawings. Barnson will assume the design reviewer's role for the remaining 20% design drawings which are to be completed by the successful contractor's design team. Extensive consultation has been undertaken with sports clubs, community groups, and other stakeholders to ensure that the project meets the needs of the community.
