Casino WTP Augmentation Concept Design
The Casino Water Treatment Plant (WTP) is owned and operated by Richmond Valley Council (RVC). The WTP is a conventional treatment facility, which draws its raw water from the Richmond River, to provide potable water to the town of Casino. It was commissioned in 1985 and has a design capacity of 23 ML/d (treated water).
The WTP currently provides an average of 8 ML/d (peaks of up to 12 ML/d) of potable water for approximately 12,000 consumers.
The water quality of the river source presents various treatment challenges, particularly from periodic increases in blue-green algae, organics and manganese, with recent drought, bushfire and rainfall events compounding these challenges.
The catchment was confirmed by NSW Health to have a high-risk score (Category 4) for water quality based on Cryptosporidium and other pathogen risks to water supply systems. In addition, the Casino supply scheme has been determined to have an Eligible Risks and Issues List (ERIL) risk score of 5.
The plant is currently facing several operational challenges, across multiple areas. These conditions have impacted its ability to consistently achieve the required Log Reduction Value (LRV) credits and have compromised reliable performance against design capacity targets.
RVC (Council) has undertaken options development and assessment phases and this Specification forms part of the Request for Tender (RFT) and relates to the development of the Concept Design (CD) for upgrades to the WTP.
