PCC25/26-73 - Concept Designs for a Modular-Built Preschool at 114-116 Henry St Penrith
Penrith Council invites quotations from qualified modular construction providers to prepare two (2) concept designs for a modular-built preschool facility with a licensed capacity of 70 children.
The concept designs will inform Council’s future planning, funding applications, and subsequent procurement processes.
The proposed preschool will be located at 114–116 Henry St, Penrith, and is intended to support the growing demand for early childhood education in the region.
The 1,530m2 Council owned site, is a vacant MU1 Mixed Use site, formerly occupied by a commercial building.
The facility must align with the National Quality Framework (NQF) and incorporate principles of sustainability, accessibility, and child-centred design.
The development must meet the physical requirements for the subsequent service approval application. These requirements are outlined in the Child Care Planning Guideline: Delivering Quality Childcare for NSW (September 2021, Government Gazette No. 501). The design must also demonstrate compliance not with the relevant provisions of the Penrith Development Control Plan (DCP) and any other applicable Council policies.
