RFT - Burleigh Street Precinct Masterplan and SSDA
Burwood Council is seeking to engage a multidisciplinary team of consultants to prepare:
1) a comprehensive block masterplan and supporting studies for the Burleigh Street Precinct Study Area (BSPSA); and
2) a State Significant Development Application, including detailed design package and documentation, for a mixed-use development on Council-owned sites.
1) The consultant will be responsible for preparing a comprehensive masterplan that:
- Provides recommendations on building heights, floor space ratios (FSR), improvements to movement networks, and enhancements to the public domain, aimed at facilitating precinct activation, job creation, and increased housing choice. These recommendations may inform future amendments to the Burwood Local Environmental Plan 2012 (BLEP) and the Burwood Development Control Plan (BDCP).
- Explores and develops site-specific opportunities for Council-owned land in the context of adjoining properties within the Burleigh Street Precinct Study Area (BSPSA).
- Delivers design excellence through high-quality architectural and urban design responsive to local context and scale.
- Supports a vibrant and diverse economy by integrating residential, retail, and commercial uses that promote local employment opportunities.
- Promotes placemaking and activation through the design of public and private spaces that reflect the area's identity and culture while fostering community engagement.
- Creates liveable and sustainable neighbourhoods by delivering well-designed housing with access to essential services, open space, and amenities.
- Fosters diverse and inclusive communities by providing a mix of housing types and safe, accessible public spaces for people of all ages and backgrounds.
- Incorporates environmental sustainability and resilience through energy-efficient buildings, urban cooling strategies, and sustainable transport infrastructure.
- Protects residential and public amenity by preserving solar access, views, and key landmarks.
- Enhances pedestrian and cycling connectivity through safe, legible links that are integrated with the surrounding built form.
2)
- Prepare all supporting documentation required for submission of a Secretary’s Environmental Assessment Requirements (SEARs) request.
- Prepare technical studies and documentation to support the lodgement of a State Significant Development Application (SSDA) with the NSW Housing Delivery Authority, specifically for the Council-owned land within the precinct.
- Manage the SSDA process, including:
• Coordination and lodgement via the NSW Planning Portal
• Ongoing compliance with statutory requirements
• Stakeholder engagement and coordination throughout the assessment process.
