This RFQ seeks to commission up to 6 Western Sydney or Sydney based artists with engaging, two-dimensional art and design concepts that will enliven our City Centres.
The prospective submissions will contribute to a diverse collection of public artworks for hoardings, across mediums such as visual art, graphic design, and photography. These works should celebrate the unique character of the Penrith Local Government Area, highlighting its landmarks, natural environment, cultural richness, and diversity.
Penrith is a vibrant and dynamic city with distinctive landscapes and public spaces. It is an engaging retail and cultural centre with a host of unique and appealing attributes.
As the City of Penrith undergoes continual change through the development of new buildings and alterations to existing buildings, it is important that temporary structures are designed and installed to improve amenity and overall experience in our public spaces. Hoardings are temporary structures placed as a protective barrier that separates active worksites from public spaces.
Penrith City Council’s Hoardings Policy (2019) ensures that temporary structures such as hoardings are safe and minimise the adverse impacts of construction sites across the Local Government Area (LGA).
In alignment with the Hoardings Policy, the Creative Hoardings Program mandates visual public art on hoardings within Penrith City Centre, St Marys Town Centre, and Kingswood Traders Area and is strongly encouraged on temporary structures across the Penrith LGA. The Creative Hoardings Program commissions artists to provide artwork in their respective mediums for developers to temporarily display and use on construction hoardings, free of charge. The program aims to create vibrancy in our public spaces by increasing visual activation and connection through art.
All concepts submitted will be assessed by a Council appointed panel guided by the following selection criteria and project design specifications:
- A complete proposal of the illustration, mock-up or drawing of the proposed concept consistent with the project scope and submission requirements
- Creative approach in response to the project's scope and program objectives.
- Application and adaptability in concept delivery to the Creative Hoardings Program project and design specifications (refer below).
- A complete submission application in response to the Creative Hoardings Program project brief.
Submissions that are incomplete or fail to meet the requirements outlined will be ineligible for panel assessment.
