C9/2026 - Expression of Interest for Blacktown City Centre Civic & Administration Building
Our primary objectives for the new Civic and Administration building are to deliver a building that:
• is a landmark, welcoming building in the City Centre appropriately recognising the importance of its civic governance functions
• delivered within budget and to the program required by Council
• is recognised as an exemplar of cost-effective design, construction, operation and maintenance practices
• provides new workplace accommodation and back of house operations to suit Council’s current and projected needs
• aligns with Council’s accommodation and functional requirements
• complements Council’s new Rooty Hill public administration centre (if Option 1 is selected)
• promotes civic relationships and intuitive connections to the new Blacktown Arts Centre (to be located in Alpha Park), the existing Blacktown Max Webber Library on Flushcombe Road
• supports the local economy and the City Centre
• incorporates innovative design and construction to minimise future energy use and operational costs.
Scope
This EOI process is to determine market interest for suitable organisations to partner with Council to design and deliver the new Civic and Administration Centre. Subject to evaluation of the EOI submissions, a short list of proponents will be invited to participate in a detailed Request for Tender (RFT).
