This Request for Tender forms part of Central Highlands Regional Council’s broader waste and resource recovery strategy, aimed at improving landfill diversion and ensuring long-term service continuity under a formal value-for-money contract.
The service involves the haulage of co-mingled kerbside recyclables, collected from multiple townships across the Central Highlands region, and consolidated for bulk transport at the Cleanaway Emerald Depot.
Key operational compatibility requirements include:
- Transport Equipment: Walking floor trailers, B-doubles or equivalent high-volume, low-density capable vehicles are preferred. Vehicles must be roadworthy and compliant with Queensland regulations.
- Loading/Unloading Method: Loading is performed via telehandler at the Emerald Depot; unloading at the destination (typically Mackay MRF) is by tipping into the MRF reception hall.
- Regulatory Compliance: Tenderers must comply with relevant provisions under the Environmental Protection Act 1994, including ERA 57 (regulated waste transport), and demonstrate Chain of Responsibility awareness.
- WHS Requirements: Personnel accessing the Emerald site must comply with full PPE requirements (long-sleeve hi-vis, long pants, steel-capped boots, hard hat, cut 5 gloves, and safety glasses), complete a site induction, and sign in/out for each visit.
- Reporting Compatibility: Contractors must be capable of providing monthly transport logs (digital format) showing dates, volumes (tonnes), and delivery confirmation.
The contract allows for limited variation in destination or origin, if required by Council, with pricing adjustments based on the tendered schedule of rates (e.g., cost per tonne.km).
Council seeks contractors who can demonstrate flexibility, reliability, and a strong track record in waste logistics or comparable transport operations.
