2025Q236E - Construction of Blackwater Recycle Water Pipeline Stage 2 Valve Stations
Scope of Work
Central Highlands Regional Council seeks a suitably qualified and experienced contractor for the construction of Blackwater Recycle Water Pipeline Stage 2 valve stations.
The scope of work for each party is set out below, to be completed in accordance with the drawings and specifications included in this Contract.
Contractor
The scope of work for the Contractor shall include but not be limited to, for the duration of the Contract, the following:
a) Establishment, insurance, and security
b) Liaising with the Council’s Representative, and any other relevant authorities as required to undertake the work
c) Liaising and providing notices to public and residents, if required
d) Preparation and implementation of the management plans
e) Supply, install, maintain & clean site accommodation, sanitation, and other ancillary facilities, if applicable
f) Having management and control of the site and any other workplace at which work under the Contract is carried out.
g) Locating any existing services in the proposed work area that may impede the work negatively
h) Provision of all materials, plant and labour and the performance of all operations of whatever kind necessary for the complete and proper construction of the Works
i) Design (including certification where required), construction and removal of all temporary works required to complete the Works.
j) Clearing and grubbing
k) Setting out the works in accordance with the project drawings.
l) Preparation of subgrade in accordance with the project drawings.
m) Supplying all materials and construction of purple tanks and boundary stage 2 valve slabs in accordance with project drawings.
n) Supplying and installation of all pipe fittings and specials for purple tanks and boundary stage 2 valve stations.
o) Installing free issued valves and water meters in accordance with project drawings.
p) Ensuring that Stage 1 works are kept operational at all times except for approved shutdowns.
q) Supplying and installing all temporary pipe and fittings to ensure the requirements of Item (p) are met.
r) Pressure testing of pipe and fittings.
s) Supplying all materials and constructing sheds at purple tanks and boundary valve stations in accordance to project drawings.
t) Preparation and submission of as-built drawings, ITPs, and building certification for the sheds.
u) Reinstatement/restoration work, as required
v) Site clean-up and disestablishment
w) Any other work that may be required in order that the completed Works function as intended and comply with the requirements of the Contract
Council
The scope of work for the Council shall include but not be limited to, for the duration of the Contract, the following:
a) Provide site access
b) Supply all valves and water meters
c) Be the Principal contractor for the site.
d) Payment of Q Leave
OTHERS
The following work will be performed by others
a) Electrical and communication cable conduits, installation as well as SCADA integration.
b) Final commissioning of the pipeline
Hold Points and Witness Points
A Hold Point is defined as a position in the progress of work under the Contract, beyond which further work shall not proceed without mandatory verification by the CQR and the Superintendent. To obtain authorisation to proceed, the Contractor shall ensure that all work lots or work items affected by the lot or item in question are conforming.
A Witness Point is defined as a position in the progress of work under the Contract where the Contractor must notify the CQR and the Superintendent prior to proceeding and the option for witnessing the inspection or test may be exercised. If any do not attend, then work may nevertheless proceed, unless
otherwise instructed.
An Inspection Point is defined as a position in the progress of work under the Contract where the Superintendent is required to inspect an activity.
The Contractor shall give the Superintendent not less than forty-eight (48) hours’ notice of their intention for an Inspection, Witness or Hold point to be undertaken.
The Superintendent shall have the right to enter, for the purpose of inspection and testing at any time during working hours, any premises where articles for inclusion in the Works are being manufactured or stored. The Contractor shall afford the Superintendent every opportunity to inspect any article which is manufactured or stored off-site prior to delivery to the site for inclusion in the Works.
Water for Construction
It shall be the responsibility of the Contractor to source all water required for construction. Extraction of water from natural streams may require permits for which the Contractor is responsible to secure prior to commencing work. Any negotiations with private landholders shall be the responsibility of the Contractor. Any enquires to Council regarding access to services in the vicinity of the site are to be made via publicly advertised channels. All costs, fees, permits, etc. associated with securing or purchasing of water for work under the Contract shall be the Contractor’s responsibility.
If contractor opts to use effluent water for testing and construction; Contractor needs to allow for all Health and Safety requirements within their offer.
Subcontractors and Suppliers
Prior to commencing work on site, and if changes occur during the contract, the Contractor shall advise in writing to the Superintendent the following details of each Subcontractor and Supplier:
a) Name
b) Address
c) Scope of Works
2 Standard Specification
The Capricorn Municipal Development Guidelines (CMDG) documents marked below as “Included Document”, and any other documents incorporated by reference into the Contract, are deemed to be incorporated in the Contract even though they may not be physically present. These documents are termed applicable standards as defined by the Contract and form the standard specification. Some of the Specifications referred to below incorporate Annexures which contain information specific to this Contract. Where documents are marked below as “Annexure Included”, the Annexures to that document shall also be deemed applicable standards. These Annexures are also attached to the Contract document.
Many of the Specifications referred to below incorporate Annexures which contain general information. Where the main document is included as an applicable standard, these Annexures shall also be included as applicable standards.
Project Specific Specification
Site Conditions
The site will be occupied and operational for the duration of the contract. Ensure that systems always remain fully connected and operational, except where shutdowns are required.
Where shutdowns of systems are required, the Contractor shall provide the Council with written notification at least 5 days in advance of the intended shutdown time and shall keep each shutdown time to a minimum.
The Contractor shall ensure that there is always adequate access around the site, by staging the works to the satisfaction of the Council. The Contractor shall secure the site and all open trenches with safety barriers where required. The Contractor shall regularly inspect the condition of barricades used around trenches and access points and immediately rectify any deficiencies that present a potential hazard.
The Contractor shall provide and maintain signs, barricades, lights, trench covers, and trench crossovers required for vehicular and pedestrian management as required, until such time as services are installed and surface reinstated.
Existing Services
The positioning of the alignment and existing services shown on the Project Drawings is approximate and diagrammatic only, and these Drawings shall not be used for exact setting out. A service locator shall confirm the locations of all features on site.
Reinstatement and Finished Surface Levels
Existing structures and surfaces shall be reinstated to their original condition. All disturbed areas, including permanent structures such as pits, shall be finished flush with the surrounding surfaces.
Free Issued Materials
The following items will be free issued to the Contractor by the Principal. Some of the fittings are stored at the Purple Tanks Pump Station and some at the Blackwater Network Depot in Ardurad Rd. The Contractor must plan to collect the items at the depot.

The other evaluation criteria that will be used to evaluate offers are:
1. Capability and Experience – 30%
2. Project Program – 10%
3. Cost and Value for Money – 50%
4. Development of Competitive Local Business and Industry – 10%.
