2025T089C - Design and Installation of In- Line Smart Flow Meters and Associated Works
CHRC currently owns, operates, and maintains a drought relief pipeline which transfers potable (treated) water from Tieri Pump Station (PS) to Capella Water Treatment Plant (WTP). The pipeline spans approximately 36 kilometres, extending from the western boundary of Tieri to Capella, running along Crinum Road and Yan Yan Road. The existing pipeline is experiencing frequent leaks and bursts, occurring daily during operation. These failures are severely compromising the pipeline’s functionality and operational reliability.
CHRC also owns, operates and maintains the water reticulation network within Capella Township. The existing network is aged and largely consists of Asbestos Cement (AC) and Polyvinyl Chloride (PVC) mains.
CHRC has committed to installing 6 Smart Flow Meters (SFMs) along the length of the existing Tieri to Capella pipeline (SFM1 – SFM6) and 6 SFMs within the township of Capella (SFM 7 - SFM12). The purpose of the project is the following:
• Water conservation, leak detection and behavioural change: SFMs provide real-time consumption data, allowing customers to monitor usage, identify leaks, and make informed decisions that reduce waste. This transparency encourages behavioural change, promotes responsible water use, and minimizes environmental and financial losses.
• Remote monitoring and efficient resource allocation: Unlike traditional meters, SFMs transmit data wirelessly, enabling CHRC to remotely monitor consumption, detect irregularities, and address issues quickly. With real-time insights, CHRC can optimize distribution networks, allocate resources efficiently, and predict demand more accurately.
• Demand management and future preparedness: Detailed consumption data supports demand management strategies during peak times, encouraging off-peak use and reducing strain on infrastructure. This pro-active approach helps communities prepare for future water scarcity and manage resources dynamically.
• Environmental sustainability and data-driven insights: By reducing water waste and preserving local sources, SFMs contribute to sustainability. The data also reveals long-term consumption trends, guiding infrastructure planning, conservation initiatives, and environmental protection strategies.
The Scope of Work and specific requirements of the contract include but are not limited to the following:
• Establishment, insurances, securities, pre-construction record, demobilisation etc.
• Survey and Services Location including Potholing and protection of existing services.
• Geotechnical Investigations.
• Site Management and Supervision.
• Preparation and Implementation of Management and Other Plans.
• Design of flow meter chamber will be finalised by CHRC. Tenderers to price based on the General Arrangement drawing that has been provided during the initial submission. The design of the smart metering to suit performance requirements and location of the proposed flow meter is the responsibility of the contractor.
• Excavate, remove and dispose of disused pipework (to landfill) in line with Asbestos pipe requirements.
• Supply and install pipework, fittings, valves, chamber, chamber lid, pipe support, thrust restraint, SFMs and associated narrowband Internet of Things (NB-IoT) based communications infrastructure complete including isolation of and connection to the existing water main including backfill, compaction, marker tape, pipe markers/posts, surface boxes, surround posts and indicators and all necessary fittings.
• Hydrostatic pressure testing and bacteriological testing.
• Final connections to the existing pipework.
• Reinstatement including hydroseeding and watering.
• Commissioning.
• Handover Data Package including As-Constructed Information, Handover Data and O&M.
• Post Commissioning and Operational Support.
• Provision of Critical Spares and Specialised Tools, if required.
• Defects Liability / Rectification.
