The North Burnett Regional Council (Council) delivers essential infrastructure, community services and long-term regional development functions across the North Burnett local Government Area. The region spans approximately 19,700 square kilometres and encompasses the communities of Biggenden, Eidsvold, Gayndah, Monto, Mount Perry and Mundubbera. These townships form the core of the region’s agricultural, tourism, educational and residential activity.

The Walking Network Plan (WNP) Program supports these objectives by identifying priority pedestrian routes, improving walkability between major community destinations, and upgrading essential public pathways to meet contemporary safety and accessibility standards.
This Invitation to Offer seeks to engage Contractor(s) capable of delivering high-quality, technically compliant footpath infrastructure that performs in the region’s varied environmental, geotechnical and climatic conditions.
Purpose
The purpose of this procurement is to appoint one or more suitably qualified, experienced and resourced civil construction Contractor(s) to undertake concrete footpaths construction, pram ramp installation, earthworks and associated civil works across multiple townships within the North Burnett region, as identified in the Walking Network Plans.
This procurement aims to:
• Deliver priority footpath links that improve local access and connectivity.
• Construct new concrete pathways in accordance with technical specifications, design standards and AS4000-2025.
• Ensure pedestrian safety during construction through compliant traffic management measures.
• Minimise disruption to residents, businesses and road users.
• Deliver consistent, durable and long-lasting infrastructure.
• Achieve best value for money for the community by ensuring efficient construction methodologies and competitive pricing.
The Contract will be administered under AS4000-2025 General Conditions of Contract, ensuring robust risk allocation, performance management mechanisms and clarity of roles between Council (Principal), the Superintendent (Principal’s Representative) and the Contractor.
Council may award the Contract in full or in part, including the award of individual Separable Portions to different Contractors.
Background
Council, in partnership with the Queensland Department of Transport and Main Roads (TMR), has undertaken Walking Network Plans for each township within the region.
These Plans strategically identify:
• Primary and secondary pedestrian routes.
• Key destinations and public access nodes.
• Barries to safe pedestrian movement.
• Priorities for pathway upgrades and new construction.
• Community safety and accessibility gaps.
• Areas where improved footpaths infrastructure delivers broadest community benefit.
The WNPs serve as a forward planning instrument guiding Council’s footpath investment program. The October 2025 Construction Package represents a committed delivery stage of high-priority pathway links across four townships: Biggenden, Monto, Eidsvold and Gayndah.
The footpaths to be constructed will:
• Improve walkability and community mobility.
• Support safe routes to school, shops, medical services and transport.
• Enhance accessibility for people with restricted mobility, prams and bicycles.
• Reduce pedestrian/vehicle conflict and improve road safety outcomes.
• Support long-term active transport strategies and place-making initiatives.
The tendered works form part of a broader staged implementation program. The 2025 package is structured into three (3) Separable Portions, each containing multiple site locations.
