EOI for Head Contractor, Blackall Cultural Project Stage 2
Expressions of Interest (EOI) are being sought for the role of head contractor for a new Cultural Centre in Blackall. The project is to deliver Stage 2 of a significant cultural project for Western Queensland. The scope includes a new flexible set of gallery spaces/a local museum/information centre & gift shop/service kitchen/meeting spaces/amenities/awning/footpath and miscellaneous works. The building is 1 storey in height. GFA approx. 640m2 and an Unenclosed Covered Area approx. 1350m2. Proponents will be provided a package expanding on the project scope.
Contractor’s submissions will be assessed against the following criteria.
Experienced in delivering:
• quality public or commercial projects ranging in value between $10.0M and $20.0M
• quality projects in the region
• traditional lump sum contracts utilising architectural documentation and supervision processes
• government funded projects
• projects with no-standard construction methods, materials, detailing or finishes
• projects on time and on budget
The above should be communicated against both the organisation as a whole and against the experience of key staff (e.g. contracts manager, site supervisor) and any key subcontractors, the contractor wishes to nominate for the project.

Blackall-Tambo Regional Council are inviting submissions for non-priced criteria to assist in the pre-qualified selection of head contractors for the development of the Blackall Cultural Precinct Stage 2, located on Shamrock Street, Blackall Qld 4472.
The Expression of Interest (EOI) is the first stage of a multi-stage tender process. The objective of the EOI prequalification process is to identify and pre-register organisations that have suitable capacity, capability and experience and are interested in tendering and (if successful) entering into the proposed contract with the Blackall-Tambo Regional Council.
Applicants are required to submit the following information (where applicable) to be considered for pre-registration:
• demonstrated successful recent experience in delivering projects of similar size, type, value and complexity; (specifically regionally based experience) including client references.
• Nominated legal entity (Sole trader / Company &/or other)
• Relevant Licences &/or Certification for specific area of capability
• Demonstrated ability to be able to comply with Funding requirements listed in Appendix 1 of this EOI document. (Note: if selected for Stage 2 tender process, Builder is required to submit documents confirming compliance with these requirements as part of a conforming tender)
• demonstrated achievement of satisfactory work quality within required timeframes.
• demonstrated performance in managing Work Health and Safety on construction sites.
• demonstrated environmental management performance; and
• demonstrated commitment to co-operative contracting relationships.
• demonstrate ability to maximise local industry participation & content during construction
