Tender No. RFT250142 - Water Utilities Electrical Maintenance and Minor Capital Works ServiceCouncil is seeking a contractor to provide water and wastewater electrical maintenance services including labour, materials, parts, equipment, travel and supervision to carry out the following works on all its water treatment plants(WTPs), wastewater treatment plants (WWTPs), water pump stations, sewer pump stations and associated
infrastructure within its jurisdiction.
Section 3.2 – 3.8 and Table 3 to Table 9 summarise the types of electrical maintenance activities historically undertaken by contractors across Council’s water and wastewater network over an estimated 12 month period, between 1 July 2024 and 30 June 2025. These tables are provided to illustrate the typical scope of works carried out within the network and to assist prospective contractors in assessing their capacity to deliver similar services. It is crucial to note that the number of work orders may be greater or less than indicated for future works, as they predominately relate to reactive maintenance requests because of unexpected failures. Future works may be less at a certain site due to repairs, renewals or upgrade works, or could increase due to aging assets not performing as required or an increase of preventive maintenance work orders are issued.
Section 3.9 and Table 10 below is based on historical records of contractor works for the service areas listed. It is intended as an indicative reference only — the actual hours may vary, and contractors should expect that additional or fewer hours on site may be required. The estimated hours below do not include the time taken to travel to and from the sites listed. Hours could include more than one staff on site at one time.
Table 10 provides a record of historical service days at the facilities where electrical works were undertaken during July 2024 to June 2025. This information is intended to help contractors gauge the frequency of site attendance that may be required and to consider their capability to manage travel demands across the region, facilities that have recently undergone major renewal/upgrade are also identified indicating expected future reduced frequency of reactive maintenance.
Contractor is to be working on electrical components of assets, where other specialist skills are required to service, repair or replace, this is to be communicated to CHRC for review and request.
General Scope of Works Description
All sites may involve a broad range of Electrical and associated tasks to maintain operational integrity and compliance.
Typical works include:
- replacement of failed components,
- inspection and condition assessment,
- installation or construction of new infrastructure,
- cleaning and minor sensor and equipment blockage removal,
- repairs to electrical assets,
- decommissioning or removal of obsolete equipment,
- temporary bypass or isolation for safe work,
- adjustment and calibration of instruments or controls, and
- general servicing or preventive maintenance activities.
- provision of continuous on-call electrical support, including participation in rostered after-hours coverage
- troubleshooting, problem identification and solution development, including cost estimating and risk assessment
- site and job planning, consideration of traffic management, and safe work methods
- work in a multi-disciplinary team to deliver complex projects or works, requiring cooperative coordinated approach to planning and delivery
- minor capital works scope development, works planning, approvals and permits, delivery and commissioning
Minor works is typically classified as works with a value of less than $250,000 (includes labour, materials and equipment). On the occasion the value is greater than this, there may be a requirement to submit a quote to undertake work where CHRC could review and seek market quotes.
While CHRC have a contract to maintain compressors and generators, it is the expectation that these services may be required under this Contract if required.
Any decommissioning or bypass activities must be communicated to CHRC prior to commencement in accordance with relevant CHRC safety and management plans and procedures provided in Contract attachments, including confirmation of disposal arrangements for removed equipment and approval for any temporary bypass measures.
Common issues encountered across sites range from equipment and electrical faults to blockages, wear, and control system problems, as well as occasional operational deficiencies requiring additional infrastructure.
Works should also comply with any relevant CHRC procedures to ensure safety, regulatory compliance, and proper coordination.
