TEN2810 - BRC Sewer Cleaning and Inspection 3-year contract (FY26-FY28)
Bundaberg Regional Council (BRC) is assessing the condition of sewer conduits (trunk and main pipe infrastructure) and sewer chambers (manholes, maintenance structures, etc.) within the sewer network. The information collected from this work will be used to increase BRCs understanding of asset health, network risk profiles and subsequent intervention/investment needs. This is aligned with the Corporate Plan objectives to: (i) deliver valued infrastructure services and programs, (ii) deliver sustainable and responsible financial management and (iii) promote collaborative, transparent and accountable decision-making.
The invitation to offer aims to engage a suitably qualified principal contractor to complete the scope of Works Under Contract (WUC) over a 3-year period.
The project will consist of executing the steps below according to the technical specification.
• Sewer chambers shall be cleaned, inspected, and reported upon in accordance with WSA 05 and the provisions of Contract.
• All sewer conduits and chambers must be inspected within 7 days of cleaning.
• The Respondent shall take all reasonable steps to demonstrate the works can be completed within agreed timeframes.
The WUC includes all labour, consumables, plant, equipment and appliances to perform all work associated with the inspection and cleaning activities in accordance with the Contract Documentation, Specifications, Annexures and relevant Industry and Australian Standards.
This WUC includes, but is not limited to:
• The establishment / disestablishment / supply to site of all labour, plant, equipment, materials and consumables required to complete the Works in accordance with the Contract.
• Provision and implementation of a Contract Plan, inclusive of the management plans and deliverables necessary to initiate the Works and manage the ongoing Works as detailed in the Contract Documentation.
• Preparation and implementation of traffic management plans required to satisfy the Queensland Manual of Uniform Traffic Control Devices (MUTCD) and the Queensland Guide to Temporary Traffic Management (QGTTM)
• Supply water (including cost) and associated materials to complete the program of sewer cleaning and surveying (conduits and chambers).
• Transport and disposal of spoil / silt / debris generated through cleaning activities.
• Ongoing liaison with Council to facilitate public liaison, private access and pump station management.
• Provision and operation of all inspection equipment required to complete the inspections as outlined in WSA 05 and the Contract Documentation.
• Provision of all reporting deliverables as outlined in WSA 05 and the Contract Documentation.
• Reinstatement of all areas affected by the Works to at least a like for like pre-works condition.
• Lawful disposal of all waste and materials surplus to the Works.
