RFT250141 - Water Utilities Mechanical Maintenance Services
Council is seeking a contractor to provide water and wastewater mechanical maintenance and minor capital works services including labour, materials, parts, equipment, travel, and supervision to carry out the following works on all its water treatment plants, wastewater treatment plants, water pump stations, sewer pump stations and associated infrastructure within its jurisdiction.
Section 3.1 provides general description of works required under this Contract.
Section 3.2 – 3.10 and Table 3 to Table 12 summarise the types of mechanical maintenance activities historically undertaken by contractors across Council’s water and wastewater network over an estimated 12 month period, between 1 July 2024 and 30 June 2025. These tables are provided to illustrate the typical scope of works carried out within the network and to assist prospective contractors in assessing their capacity to deliver similar services. It is crucial to note that the number of work orders may be greater or less than indicated for future works, as they predominately relate to reactive maintenance requests because of unexpected failures. Future works may be less at a certain site due to repairs, renewals or upgrade works, or could increase due to aging assets not performing as required or an increase of preventive maintenance work orders are issued.
Section 3.12 and Table 12 provides a record of historical service days at the facilities where mechanical works were undertaken during the estimated period 1 July 2024 and 30 June 2025. This information is intended to help contractors gauge the frequency of site attendance that may be required and to consider their capability to manage travel demands across the region. Facilities with unusually high or low service days due to unplanned, or major works are denoted with a “^” symbol., facilities that have recently undergone major renewal/upgrade are also identified indicating expected future reduced frequency of reactive maintenance.
General Scope of Works Description
All sites may involve a broad range of mechanical and associated tasks to maintain operational integrity and compliance. Typical works include:
- replacement of failed components,
- inspection and condition assessment,
- installation or construction of new infrastructure,
- cleaning and blockage removal,
- repairs to mechanical and structural assets,
- decommissioning or removal of obsolete equipment,
- temporary bypass or isolation for safe work,
- adjustment and calibration of instruments or controls, and
- general servicing or preventive maintenance activities.

Minor works is typically classified as works with a value of less than $250,000 (includes labour, materials and equipment). On the occasion the value is greater than this, there may be a requirement to submit a quote to undertake work where CHRC could review and seek market quotes.
While CHRC have a contract to maintain compressors and generators, it is the expectation that these services may be required under this Contract if required.
Any decommissioning or bypass activities must be communicated to CHRC prior to commencement in accordance with relevant CHRC safety and management plans and procedures provided in Contract attachments, including confirmation of disposal arrangements for removed equipment and approval for any temporary bypass measures.
Common issues encountered across sites range from equipment and electrical faults to blockages, wear, and control system problems, as well as occasional operational deficiencies requiring additional infrastructure.
Works should also comply with any relevant CHRC procedures to ensure safety, regulatory compliance, and proper coordination.
