RFT250143 - Water Utilities Network Crew Support (Plumbing) and Minor Capital Works Service
Council is seeking a contractor to provide water and wastewater Network Crew Support (Plumbing) Maintenance Services including labour, materials, parts, equipment, travel and supervision to carry out the following works on all its water and sewerage networks, water treatment plants (WTPs), wastewater treatment plants (WWTPs), water pump stations, sewer pump stations and associated infrastructure within its jurisdiction.
Section 3.2 Table 5 to Table 4 summarise the types of plumbing maintenance activities historically undertaken by contractors across Council’s water and wastewater network over an estimated six (6) month period, between May 2024 to December 2024. These tables are provided to illustrate the typical frequency and type of work , i.e. operational and capital provided by Contractor support. Allowing Contractors to assess their capacity to deliver similar services. It is crucial to note that the volume of work may be greater or less than indicated for future works, as they predominately relate to reactive maintenance requests because of unexpected failures. Future works may be less at a certain site due to repairs, renewals or upgrade works, or could increase due to aging assets not performing as required or an increase of preventive maintenance work orders are issued.
Table 5 provides a description of the type of works required by the Contractor, noting minor capital works will vary depending on the nature of repair or renewal required.
Section 3.3 provides a summary of facilities under the jurisdiction of CHRC.
Contractor is to be working on water and sewerage network assets, where other specialist skills are required to service, repair or replace, this is to be communicated to CHRC for review and request.
Section 3.4 notes work that is scope outside of this Contract.
3.1 General Scope of Works Description
All sites may involve a broad range of network and facility plumbing services and associated tasks to maintain operational integrity and compliance. Typical works for pipes and ancillary assets that convey water and sewage include:
- replacement of failed assets
- inspection and condition assessment,
- installation or construction of new assets, cleaning and blockage removal, repairs, decommissioning or removal of obsolete assets, temporary bypass or isolation for safe work, general servicing or preventive maintenance activities.
- provision of continuous on-call plumbing and operator support, including participation in rostered after-hours coverage
- troubleshooting, problem identification and solution development, including cost estimating and risk assessment
- site and job planning, consideration of traffic management, and safe work methods
- work in a multi-disciplinary team to deliver complex projects or works, requiring cooperative coordinated approach to planning and delivery
- minor capital works scope development, works planning, approvals and permits, delivery and commissioning
Minor works is typically classified as works with a value of less than $250,000 (includes labour, materials and equipment). On the occasion the value is greater than this, there may be a requirement to submit a quote to undertake work where CHRC could review and seek market quotes.
Any decommissioning or bypass activities must be communicated to CHRC prior to commencement in accordance with relevant CHRC safety and management plans and procedures provided in Contract attachments, including confirmation of disposal arrangements for removed equipment and approval for any temporary bypass measures.
Common issues encountered across sites range from equipment and plumbing faults to blockages, wear, and control system problems, as well as occasional operational deficiencies requiring additional infrastructure or service support.
