500.2025.0069. Sewer Relining.
Whitsunday Regional Council (Principal) requires a suitably qualified Contractor to undertake sewer mains relining works within the Bowen and Proserpine regions (Works). The existing sewer network in these areas consists predominantly of ageing asbestos-cement (AC) pipework, generally ranging from 100 mm to 300 mm in diameter. Much of this infrastructure has surpassed its original design life and now exhibits various forms of deterioration, including circumferential and longitudinal cracking, displaced joints, surface corrosion, infiltration and exfiltration, root intrusion, and reduced structural capacity.
Relining is required to restore these pipelines to a serviceable condition, extend their operational life, improve hydraulic performance, and mitigate the risk of pipe collapse, network surcharging, and uncontrolled sewage discharge into the environment. Rehabilitation via trenchless relining also avoids the significant community, environmental, and financial impacts associated with open-cut replacement in established urban areas.
The Works have been broken up into three (3) Separable Portions for the relining of the asset lists over the Principal’s Financial Years (as per Appendix A – Asset List):
a) Separable Portion 1 – 2025/2026 Sewer Relining Program – Commencing 1st March 2025 to be completed by 30th June 2026;
b) Separable Portion 2 – 2026/2027 Sewer Relining Program – Commencing 1st July 2026 to be completed by 30th June 2027; and
c) Separable Portion 3 – 2027/2028 Sewer Relining Program – Commencing 1st July 2027 for completion by 30th December 2028.
The Contractor must provide a program to complete each Separable Portion, and the timely or early completion of each Separable Portion is desirable.
