RFT0000000038 - Encounter Lakes & Waters Ground Maintenance (CVH057486)
The City of Victor Harbor, requires ground maintenance services for the Encounter Lakes & Waters, Victor Harbor (Site) and welcomes submissions from suitably qualified and experienced contractors. The contractor must maintain all specified areas consistently, and to a standard to enhance the visual amenity of the public space as designated in Section D, being,:
1. Reserves,
2. Nature Strips(B),
3. Roundabouts and Traffic Islands,
4. Rock Revetments,
5. Reserves.
The beautiful Encounter Lakes and Franklin Island waterways are human made saltwater lakes situated in Encounter Bay (just a few minutes from Victor Harbor). The lakes have multiple public swimming beaches, making them the perfect location for a day of swimming, a family picnic and many different aquatic activities. The beaches are extremely popular places for swimming, windsurfing, kayaking, canoeing, snorkelling and stand-up paddle boarding.
The Council's objective is to maintain public spaces, streetscapes, and key locations to a standard that reflects the pride and identity of the City of Victor Harbor - ensuring they are welcoming and well-presented for residents, businesses, and visitors alike.
Reserve Maintenance Requirements
Schedule 1
Encounter Lakes Maintenance Sites
Priority ‘A’ Reserves
1. Mow: every 1 - 2 weeks (including raking of excess clippings and sweeping of all paths and kerbs.
2. Edge: every 2 - 4 weeks (including all sweeping of paths and kerbs)
3. Brush cut: around signs, and where no edging strips exist, poison around trees and fence lines.
4. Poison: weeds growing in footpaths (monthly)
5. Trim: hedges as required (generally 2 - 3 times a year)
6. Prune: trees and shrubs as required to maintain shape and vigour
7. Hand weed: where poisoning is not appropriate
8. Mulch: garden beds annually or as needed (Council to provide mulch from Depot)
9. Top dress: turf and lawns to maintain level surface
10.Litter pick: litter to be removed from lawns, gardens and adjoining beach areas on a weekly basis.
11.Report: vandalism within 24 hours
12. Clean paths, beach shower surrounds and ramps to beach to be free of sand, dirt or leaf litter at each site visit.
Priority ‘B’ Reserves / Roundabouts / Traffic Islands / Nature Strips
1. Mow: every 2 - 3 weeks
2. Poison: edges every month - around trees, footpaths and walking paths and other obstacles difficult to trim around
3. Prune: trees and shrubs as required to maintain shape and vigour
4. Hand weed: garden beds as required (where poisoning is not appropriate)
5. Litter pick: litter to be removed from lawns, garden beds and adjoining beach areas on a weekly basis.
6. Mulch: garden beds annually or as needed (Council to provide mulch from Depot)
7. Clean paths and steps to water to be free of dirt and leaf litter.
8. Report: vandalism within 24 hours.

Scope of Works under Contract
Maintenance of Reserves, Roundabouts and Nature Strips at Encounter Lakes and Belmont Avenue Reserve, at Encounter Waters as identified in Schedule 1.
