EOI - Lease or Management of the Swan Hill Regional Livestock Exchange
Swan Hill Rural City Council (Council) invites expressions of interest (EOIs) from suitably qualified and experienced operators lease or manage the Swan Hill Regional Livestock Exchange.
This opportunity allows proponents to build upon the facility’s strong foundations, enhance service delivery, and contribute to the continued growth of the regional livestock sector.
Council welcomes proposals under the following three operational models:
(a) Option 1 – Full Lease Arrangement (Preferred Option): The proponent assumes full operational responsibility and financial management of the SHRLE.
(b) Option 2 – Proponent-Proposed Model: An alternative operating model or partnership arrangement proposed by the proponent.
(c) Option 3 – Licensed Sale Day Access: Access to the facility on nominated sale days under a licensing arrangement.
The Swan Hill Regional Livestock Exchange (SHRLE), established in 1938, has long served as an important community asset, hosting weekly livestock sales with sheep and cattle sold on alternating Thursdays.
Accredited under the National Saleyard Quality Assurance Program, the facility currently supports operations by three licensed stock and station agents and attracts a diverse range of buyers including processors, re-stockers, and feeders.
Following a recent service review, Council resolved at its Ordinary Meeting on 21 October 2025 to initiate an Expression of Interest (EOI) process to explore future lease or management arrangements for the SHRLE, with a business case to be developed based on the EOI outcomes for Council’s consideration.
